Downing Street, 25th November 1867.
With reference to your Despatch No. 331 of the 20th of July last, reporting the provisional appointment of Mr. Phineas Ryrie to be a Member of the Legislative Council of the Colony of Hong Kong,
I have to acquaint you that, having submitted the name to the Queen in Council, Her Majesty has been pleased to approve his appointment.
I transmit to you herewith a Warrant, under the Royal Sign Manual, authorizing you to appoint Mr. Ryrie to a seat in that Council accordingly.
